Intelligent Addressing hits a century

Over 100 UK Local Authorities have now had their Electoral Registers matched to the National Land and Property Gazetteer (NLPG) by Intelligent Addressing (IA). To date Intelligent Addressing has processed over 6.6 million individual addresses and reports a match rate across England and Wales of 96.8%.

All Local Authorities must format their electoral data and assign a Unique Property Reference Number (UPRN) from the NLPG to each address in their Registers in order to meet the Ministry of Justice’s (MOJ) data standards directive. Intelligent Addressing has been engaged by many authorities to help achieve this by the deadline of December 2009.

The MOJ directive is the direct result of recommendations set out by the Electoral Commission following lengthy consultation with the Ministry of Justice, Political Parties, Electoral Registration Officers (EROs) and software suppliers. The whole process is designed to improve the quality and integrity of electoral registers, enable effective checking of political party donations and help in detecting certain types of electoral fraud. Behind this work on data standards is the goal of achieving the Co-ordinated Online Record of Electors (CORE).

IA is helping EROs in many Local Authorities to bring their electoral data up to the required standard. This involves a five-stage process, which checks data integrity, converts it to BS 7666 format, matches it to the NLPG, and provides a detailed report suggesting how each authority should proceed. Any anomalies must be resolved at the local level. Every voter must have an address in order to vote and this process ensures rigour in bringing the Registers into alignment with the NLPG, the master address database for England and Wales.

“CORE is meant to improve the rigour of Electoral Registers and the standard of democracy in the UK, and we are delighted to be playing a role in bringing this about,” said Michael Nicholson, Managing Director of Intelligent Addressing. “The process of bringing Electoral Registers in line with the NLPG is now well on track to meet the MOJ’s December deadline,” continued Nicholson.
