16 December 2008 - In the context of the development of the INSPIRE Network Services Implementing Rules, The Network Services Drafting Team recommends a Network Services Architecture (see link below) proposing in particular the systematic use of SOAP for the implementation of the Network Services by the EU Member States.
In an effort to provide more details on this proposal, the European Commission is issuing 2 additional guidance documents:
* A document analyzing the status of the use of SOAP in technical specifications from the Open geospatial Consortium and in the ORCHESTRA project (see link);
* A document containing an initial proposal for an INSPIRE SOAP framework taking into account the previously mentioned status and the need to refer to established standards to provide a stable basis for discussion and finalization (see link below).
These documents are informative and are therefore not legally binding; rather it is contribution from the European Commission to help the process of developing the INSPIRE Network Services Implementing Rules.
Preliminary versions of the first proposal for an INSPIRE SOAP framework document have already been revised in the light of comments from the Network Services Drafting Team and new versions could be expected as feedback is received from the Member States during the development of their Network Services, should they choose to follow the SOAP proposal.
