UK Location Programme Update - Conceptual Design

Review of UK Location Programme Conceptual Design documents

Two Location Programme documents - Conceptual Model (short paper) and Blueprint (detailed document) - have been generated through a series of stakeholder workshops (data providers and users from the public sector). There is general agreement by the Location Council regarding the short document, ie. the Conceptual Model. This has been recently updated in the light of recent changes arising from the completion of the Blueprint.

Background

The Conceptual Design project commenced in January 2009. We have been working closely with key stakeholder representatives to development a design based on the strategic objectives of the UK Location Strategy and INSPIRE.

There are three major components to the Conceptual Design:

* Blueprint – defines the conceptual design of the UK Location Information Infrastructure in terms of the business and business operating model – how it will create and deliver value, or the ‘what’
* Roadmap – defines how the UK Location Information Infrastructure will be delivered – the ‘how, when, where and by whom’
* Benefits Model – provides a model for linking the delivery of the physical infrastructure to derived benefits and outcomes – improved service delivery, doing more with less and the creating new, innovative services.

The Blueprint has now been issued for public comment following a quality review by key stakeholders.

Development of the Roadmap will be supported by a further series of workshops with key stakeholders, specifically sector-based/thematic Spatial Data Infrastructure (SDI) groups and commercial suppliers, and will help to drive the further development of the draft UK Location Programme Plan. Dates for these workshops will be confirmed in due course.

Some initial work has been completed on the Benefits Model. This is being developed further to link outcomes and benefits to each element of the Blueprint design.
