Specialists of ScanEx RDC attended the 2nd Annual Interregional Scientific and Practical Conference “Info-communication Technologies in Regional Development”, which took place in Smolensk on February 5 and 6.
The conference initiated by the Administration of the Smolensk Region was attended by federal and regional state officials, local authorities, business and community representatives, scientific and educational institutions. Special attention was paid to practical application of up-to-date information and telecommunication technologies that influence the rates of economic development of the country’s regions.
The following thematic sections were held in the framework of the conference:
— Issues concerning establishment of Electronic Government including those on “e-Government” activities;
— Info-communication Technologies (ICT) in the regional development;
— ICT in modern educational environment;
— ICT in cultural, tourist and youth policy sectors.
The topics presented by ScanEx RDC specialists covered various aspects of introducing results of space activities: decision making process with the use of space imagery data that helps regional and local authorities to exercise their powers, experience of state authorities and private sector on using geoportals with different spatial information, creation of space monitoring centers in higher educational institutions, educational geoportal as an element of continuous education system in scientific society, etc.
— Space technologies are currently in demand in various fields of activity, - points out the ScanEx RDC Key Account Management Department Head Anna Golovina. The most innovative solutions are based on the integration of the space technologies with the on-line services to support decision making process. Efficiency and promptness of the state authority managerial activities is often subject to availability, applicability and correctness of spatial data sets that represent the basis for situational analysis.
The information geoservices created by ScanEx RDC provide access to ready-to-use products based on space images within 1 – 2 hours of their acquisition. Operation of the geoservices proved its efficiency in solving a number of issues faced by the Emercom of Russia and the National Center for Emergency Management, the Volgograd Region Administration Committee for Information Technologies and Telecommunications, the Administration of the Port of Novorossiysk, the Qyzylorda Region Administration in Kazakhstan. In addition to the governmental authorities similar technologies are successfully implemented on the Internet-based popular resources such as Yandex.Maps, Maps@Mail.ru and Kosmosnimki.ru.
— The core of the geoservices operation, says ScanEx RDC Key Account Management Department Director Valery Gerasimov, - is the ScanEx Web GeoMixer® solution developed by the Center. Featuring objective spatial information, user tools, prompt updating capability, this technology represents the informational basis being indispensable for region development management and efficient decision making. With raging economic crisis, the geoportals technology to the great extent turns out to become a universal imperative “tool of action” for anti-crisis region management for many local authorities.
