The UK Department of Energy and Climate Change (DECC) has chosen to license the National Land and Property Gazetteer (NLPG). DECC will use the NLPG as part of its National Energy Efficiency Data framework (NEED). The NEED project aims to provide property level information on building energy use and performance across the UK.
DECC requires reliable data in order to provide advice in the right places, and know where the biggest and quickest energy savings can be made. The NEED initiative involves linking a number of major public sector datasets describing business and residential buildings with gas and electricity meter-points. NEED Phase 1 will be used by DECC for economic and statistical analysis relating to the drivers of energy consumption.
The NLPG is the definitive address database of all properties in England and Wales. It underpins the transformation of public services by allowing easier access to public information and easier sharing of data through the use of a common data standard.
NEED could enable performance to be used to help identify specific areas where energy can be saved. Such information is also expected to be valuable for monitoring and evaluating the effectiveness of different policy measures, for example how effective local initiatives actually are at saving energy. It is envisaged that in time, NEED will be of benefit to a wider community, including government and energy companies.
