7th FIG Regional Conference, Hanoi, Vietnam, 19-22 October 2009
Invitation and Call for Papers
Dear Friend and Colleague,

It is our honor to invite you to the 7th FIG Regional Conference – Spatial Data Serving People: Land Governance and the Environment – Building the Capacity which will take place in Hanoi, Vietnam from 19th to 22nd of October 2009. The conference will be held at the National Conference Centre in Hanoi. We expect about 400 participants from all over the world with a specific focus in Asia and the region. The topics of the conference are selected to address issues that are at the top of the regional and local agendas, and at the same time giving a platform for international discussions. The focus will be in the areas of land administration and environmental management. The conference thereby provides an excellent opportunity for FIG member associations and surveyors to meet and share their experiences and achievements. Please notice that FAO will organise a two-day regional conference on Voluntary guidelines for responsible governance of tenure of land and other natural resources as fully integrated part of the 7th FIG Regional Conference.

Please notice the registration fee for full participants is only 300 EUR until 15 August 2009 including lunches, Vietnamese evening, conference dinner and even the technical tour to Ha Long Bay, a famous natural heritage site and geological reserve in Vietnam.

All ten FIG technical commissions will attend the conference. Papers therefore requested to all following topics: Professional Standards and Practice; Professional Education; Spatial Information Management; Hydrography; Positioning and Measurement; Engineering Surveys; Cadastre & Land Management; Spatial Planning & Development; Valuation and the Management of Real Estate; and Construction Economics and Management. The FIG commissions have further selected some key topics that are of interest for the region and international audience.

The theme "Spatial Data Serving People: Land Governance and the Environment - Building the Capacity" is divided into three sub-themes so that plenary session and focus on each day addresses one of these three topics:

§ Land Administration
§ Spatial Data Infrastructure (SDI) and the Environment
§ Capacity Building

Day 1 - Land Administration

Plenary session keynotes:

§ Land administration in Vietnam
§ WB projects in the SEA region
§ Land acquisition in developing economies

Issues for technical sessions:

§ Land law and tenure security
§ Cadastral mapping and land registration procedures
§ Land valuation and economics
§ Land acquisition in developing economies including compensation and resettlement
§ Regional World Bank and other donor projects
§ Equity and gender issues

Day 2 - SDI and the Environment

Plenary session keynotes:

§ SDI developments in Vietnam
§ Climate change and disaster risk management
§ Decentralisation and environmental management

Issues for technical sessions:

§ Building integrated SDIs
§ Disaster risk management
§ Harmonisation and standardisation of sectoral databases
§ Merging of cadastral and topographic databases
§ Topographic mapping and reference systems
§ Hydrographic Surveying and coastal and marine resource management
§ Monitoring mineral resources exploitation for environmental protection
§ Spatial planning and good governance for economic development and environmental protection

Day 3 - Capacity Building

Plenary session keynotes:

§ Professional standards and ethics
§ Surveying education in Vietnam and SEA region
§ Promoting public private partnership

Issues for technical sessions:

§ Professional standards and ethics
§ Educational standards and curricula development
§ Educational workshop
§ Accreditation, licensing, and mutual recognition
§ CPD requirements
§ Capacity building at societal, institutional and individual level

As a result from the conference an FIG Publication on Land Acquisition in developing economies will be prepared and published in the FIG publication series.

Please notice that deadline for submitting the abstract is 10 June 2009. Please submit your abstract online at: www.fig.net/abstractdb/submit.asp?id=11. Receipt of your abstract will be acknowledged electronically.
When submitting a paper the author(s) agree that FIG has the right to publish the paper in the conference proceedings (at the conference and on the FIG web site); in the FIG Surveyors Reference Library; and in the FIG online journal (if selected for this purpose) without any other agreement or compensation. The copyright of the paper remains by the author(s)
The number of abstracts is limited to maximum two per author.
